Die Einführung des Konsensverfahrens in der Entscheidungsfindung als Norm für alle ÖRK-Tagung wurde 2002 vorgeschlagen. Dr. Jill Tabart von der Unionskirche in Australien war Konsens-Mentorin als dieses neue Verfahren auf der 9. ÖRK-Vollversammlung und für alle kommenden Tagungen eingeführt wurde.
