Representing the experiences, perspectives and visions of different excluded groups, a select group of 25 theologians from many parts of the world gathered in La Paz, Bolivia during May 2007, perhaps for the first time, to articulate their visions of the world and the church. Their attempt was to identify the possible thematic directions for the new programme

Weaving a tapestry of perspectives together into one, each strand creating its own distinct picture, and in turn contributing to the whole, the participants tried to articulate a new vision of inclusivity from their shared experiences of exclusion. Carefully avoiding influences of victim mindset, they looked beyond themselves to expand the meaning of unity and mission in an effort to provoke and encourage churches to be and to effect just and inclusive communities. Taking account of the increasing plurality and polarisation of the world, they attempted to articulate inclusivity as a value, as an inevitable expression of church

Just and Inclusive Communities - that brings together WCC's ongoing work in the areas of Overcoming racism, Ecumenical Disabilities Advocates Network, Indigenous Peoples and Dalit Solidarity. 's faithfulness to God in Jesus Christ. 's Programme in Bolivia, this consultation was greatly benefited by resources from Andean spirituality, besides their sounds and colours.
