The committee members are asked to pay particular attention to the
plenary discussion on the Assembly (Wednesday, 16 February). The comments of the
Central Committee should inform the committee's work.

NB: On Saturday, 19 February, the committee will work in two
sub-committees. The majority of members will join Sub-Committee 1 to address the
reports of the Assembly Planning Committee, the Assembly Worship Planning
Committee and the Assembly Business Agenda. A small group of members will
comprise Sub-Committee 2 to address the Report on Delegation
Nominations.

The Central
Committee, through its sub-committees, oversees the programmes and budget within
the policies set by the Assembly and on consideration of emerging issues. This
report for the Ninth Assembly presents in broad strokes the life and work of the
WCC as overseen by the Central Committee since the Harare
Assembly.

Report on the Pre-Assembly
Programme Evaluation

The WCC has
engaged for the first time in its history in a major assessment of its
programmatic work. At the request of the Programme Committee in 2001 an
evaluation process started, focusing on institutional concerns based primarily
on the internal evaluation (mid-term evaluation). The present report responds to
the recommendation to have a more comprehensive evaluation, focussing more on
the content of the programmes and their assessment from the perspective of the
constituency.

The committee
is invited to discuss the report and forward its comments to the Programme
Committee.

Moving to Consensus Method

The Central
Committee had authorised that the Draft Rule XVI be shared with member churches
and members of the Central Committee for their information and eventual comment.
Four documents are submitted to the Central Committee for consideration and
action.

The Central
Committee will be invited to implement the consensus method according to this
new rule on an experimental basis and, towards the end of it's meeting, to adopt
the new Rule XVI.

 


A new Rule III.6: The
Permanent Committee on Consensus and Collaboration

After careful
consideration and in the light of the way the members of the Steering Committee
of the Special Commission had described the role of the "Permanent Committee",
the drafters concluded that a reference to this Committee in the Rules would
rather be necessary and helpful. The language of this new Rule is borrowed
directly from the final Report of the Special Commission on Orthodox
Participation in the WCC as adopted by the Central Committee. The Central
Committee will be invited to adopt this new Rule.

 

The Constitution and Rules
of the WCC

The proposed
version introduces into the Constitution and Rules the necessary changes in
light of the new rules on the conduct of meetings. It is suggested that the
Central Committee offers comments on the work accomplished so far and authorises
the Executive Committee to receive the final version of the Constitution and
Rules before their mailing to the delegates to the Ninth
Assembly.

Manual for Conduct of
Meeting of the WCC

This is a
document intending to help delegates at the assembly, Central Committee members
and participants in WCC consultative bodies' meetings to become familiar with
the consensus method. The Central Committee is invited to comment the Manual and
authorise its publication for distribution to the assembly
delegates/participants.

The committee is asked to review the Report of the Assembly Planning
Committee, with particular attention to that committees work in developing the
Assembly programme and preparing Assembly logistics.

The committee is also asked to
review the Report of the Assembly Worship Planning Committee and the provisions
it has made for worship at the Assembly.

In
considering the reports and their recommendations, the committee is asked to
keeping mind the Central Committee's plenary discussion on Wednesday, 16
February.

The committee is asked to bring
recommendations to Central Committee regarding actions requested by the Assembly
Planning Committee (Doc. GEN 5 and
appendices).

is asked to review the Progress Report on Assembly Business Agenda with a view
toward recommending to the Central Committee an Assembly Committee structure and
the best use of Confessional and Regional meetings during the Assembly (Doc. GEN 5.1).

The committee is asked to
review the status of member church delegate nominations and associate member
church representative nominations to the Assembly (as of 31 January 2005).
Statistics on nominations received will be reviewed (i.e. gender, age,
etc.)
.



The committee is asked to
consider recommending to the Central Committee the confirmation of the
nominations received to date.

A list of churches that have not nominated delegates will also be
reviewed. The committee is also asked to consider how nominations not yet
received shall be processed and to bring a recommendation to that effect before
the Central Committee.

The committee is asked to review member church proposals for
consideration by the Central Committee, which directly nominates 15% of the
total delegates. The committee is asked to bring a list of recommended nominates
to the Central Committee for confirmation. The committee is also asked to
consider how proposals not yet received shall be processed and to bring a
recommendation to that effect before the Central Committee (Doc. GEN 5, Appendix 2)
