The tasks of the Programme Committee will be
to:

1.     
Discuss
the report "From Harare to <?xml:namespace prefix = st1 ns =
"urn:schemas-microsoft-com:office:smarttags" /?>Porto Alegre", receive comments from other
committees and present recommendations to the Central
Committee.

2.     
Discuss
the report on the Pre-Assembly Programme Evaluation, receive comments from other
committees and present recommendations to the Central
Committee.

3.     
Receive
and comment on the Programme Highlights 2004.

4.     
Receive
and comment on the reports from the Commissions, the Bossey Board, the Advisory
Group and the Reference Groups.

5.     
Discuss
matters related to the consensus methods / changing rules of
debate.

6.     
Consider
matters arising from the reports of the Officers, the Moderator and the General
Secretary.

7.     
Propose
recommendations for the work of the Programme Guidelines Committee at the
9th Assembly.

Report on the Pre-Assembly
Programme Evaluation

The WCC has engaged for the first time in its
history in a major assessment of its programmatic work.  At the request of the Programme
Committee in 2001 an evaluation process started, focusing on institutional
concerns based primarily on the internal evaluation (mid-term evaluation).  The present report responds to the
recommendation to have a more comprehensive evaluation, focussing more on the
content of the programmes and their assessment from the perspective of the
constituency.

The team
of four people who carried out the evaluation process will present its report as
well as its recommendations.

§        
The
Programme Committee is invited to discuss the report in depth, to make comments
and prepare suggestions for further discussion at the Central Committee Meeting
(in the plenary and in the committees' meetings).

§        
The
Programme Committee is asked to decide if one of the afternoon sessions should
be held with or without staff.

The drafting group will prepare the preliminary
report to be presented to the Central Committee on 17
February.
