GEN 16 Programme Committee Annotated Agenda

Mandate

 

The tasks of the Programme Committee will be to:

1.      Discuss the report "From Harare to Porto Alegre", receive comments from other committees and present recommendations to the Central Committee.

2.      Discuss the report on the Pre-Assembly Programme Evaluation, receive comments from other committees and present recommendations to the Central Committee.

3.      Receive and comment on the Programme Highlights 2004.

4.      Receive and comment on the reports from the Commissions, the Bossey Board, the Advisory Group and the Reference Groups.

5.      Discuss matters related to the consensus methods / changing rules of debate.

6.      Consider matters arising from the reports of the Officers, the Moderator and the General Secretary.

7.      Propose recommendations for the work of the Programme Guidelines Committee at the 9th Assembly.

Prayers

Introduction to the work of the Programme Committee:

-         Welcome;

-         Presentation of the mandate, the agenda and the working methodology;

-         Nomination of group rapporteurs, drafters and steering group.

 

Programme Highlights 2004 (Doc. GEN 6):

The purpose of this brief report is to give an account of the major highlights of the programmatic work undertaken in 2004.

The Programme Committee is asked to receive the report and make comments.

11.00 - 12.30             Session 2

Report "From Harare to Porto Alegre" (Doc. GEN 7):

The Programme Committee is invited to discuss the content of the present document, make comments and prepare suggestions for further discussion at the Central Committee Meeting (in plenary and in the committees' meetings).

Reports from consultative bodies:

Reports from the commissions boards and advisory groups which met since the last meeting of the Programme Committee will be briefly introduced by the moderators and discussed at table groups assigned to different areas.

Report on the Pre-Assembly Programme Evaluation

The WCC has engaged for the first time in its history in a major assessment of its programmatic work.  At the request of the Programme Committee in 2001 an evaluation process started, focusing on institutional concerns based primarily on the internal evaluation (mid-term evaluation).  The present report responds to the recommendation to have a more comprehensive evaluation, focussing more on the content of the programmes and their assessment from the perspective of the constituency.

§         The team of four people who carried out the evaluation process will present its report as well as its recommendations.

§         The Programme Committee is invited to discuss the report in depth, to make comments and prepare suggestions for further discussion at the Central Committee Meeting (in the plenary and in the committees' meetings).

§         The Programme Committee is asked to decide if one of the afternoon sessions should be held with or without staff.

The drafting group will prepare the preliminary report to be presented to the Central Committee on 17 February.

First reading of the preliminary report of the Programme Committee on the sections related to:

-         Programme highlights 2004;

-         Reports from consultative bodies;

-         Report "From Harare to Porto Alegre" (with recommendations for further discussion at the Central Committee meeting).

First reading of the preliminary report of the Programme Committee on the section related to the Pre-Assembly Programme Evaluation (with recommendations for further discussion at the Central Committee Meeting).

14.00 - 15.30             Session 9

Self-evaluation of the work of the Programme Committee since Harare:

-         Specific questions to be discussed in small groups;

-         Plenary discussion.

A copy of the report of the drafting group will be forwarded to the evaluation team (?)

16.00 - 17.00             Session 10

Final reading and approval of the two parts of the first report of the Programme Committee to the Central Committee.

Adoption of the agenda and methodology of presentation for the two plenaries

(16 and 17 February).

Consensus method / Changing rules of debate (Doc. GEN 4, 4.1, 4.2, 4.3, 4.4):

Discussion of documents submitted to the Central Committee for action.  The Programme Committee will be invited to send its comments to the Policy Reference Committee III.

17.45 - 18.45             Session 12

Report of the Moderator (GEN 2) and Report of the General Secretary (GEN 3):

The Programme Committee is invited to consider matters arising from the reports with programmatic implications, and to send its comments to Policy Reference Committee III.

Programmatic work at the Assembly:

Taking into consideration the plenary discussion on Assembly matters and the recommendation of the report on the Pre-Assembly Programme Evaluation, the Programme Committee is invited to make recommendations for the mandate, composition and task of the Programme Guidelines Committee at the Assembly and to send its comments to the Policy Reference Committee II.

17.45 - 18.45             Session 14

Guiding the programmatic work immediately after the Assembly:

            Meeting with the Officers of the Finance Committee on the 2006 budget.

            Recommendations for the programmatic work in 2006.

Taking into consideration the plenary discussion on the preliminary report of the Programme Committee and the comments from other committees, the Programme Committee is asked to bring recommendations for action by the Central Committee.
